Has anyone found any good resources for free (or low cost) Dreamweaver (and Flash MX) templates that can be used when designing new web sites?

Best one I know of is Template Monster:

You can either buy the templates outright or buy a licence to use one. The standard HTML ones come with an HTML file and Photoshop 6 file and I'd guess the Flash ones come with whatever that requires.
Never found a free one yet that was any good.

With this outfit you pay an annual fee and then you have access to lots of "free thereafter" material. Even the "limited items" don't cost the earth.
You probably won't find exactly what you're after but they get the ideas flowing and they often prove a good starting point.

if u buy a template from template monster check you have the correct fints to edit it, when I got my template from them it didn't include a particular font, which I found cost 20 quid commercialy so moaned to them and they were happy to give me the font

Not the best but they are free!!
